Applications, Licenses and Permits
- Wixom businesses must be licensed by the City. Applications for those licenses can be obtained from the Fire Department's Administrative Offices at 1345 N Wixom Road or HERE.
I need to make changes to my fire extinguishing system or my fire alarm system in my business. Do I need a permit?
No alarm or fire entinguishing system can be installed or altered without obtaining a permit. A permit can be obtained from the City's Building Department and will only be issued to a licensed fire alarm or mechanical contractor.- Applications for DBA declarations can be obtained and filed at the Oakland County Clerk's Office at 1200 North Telegraph Road in Pontiac Michigan (see map).

- Temporary accessory signs (signs that pertain to the property on which they are located) are permitted within all business districts and within a light industrial district. Temporary wall signs may be erected for a period of 90 days each, not more than three times within any 12-month period. They may be no larger than 36 square feet and may not extend beyond the wall to which they are attached. Temporary freestanding signs are only permitted as grand opening signs. The temporary signs vary from restrictions and lenghts of periods. Please consult with the Building Department for clarification. Temporary sign permits cost $120.00 and must be obtained at the Building Department.

- In Oakland County, all dogs four months or older are required to be licensed. To obtain a license, you must present a valid rabies certificate signed by the veterinarian. Assessing
The Board of Review begins hearing individual assessment appeals on, approximately, the second Monday in March. The assessment change notice details the dates and times of the meetings. To personally appear before the Board, it is recommended that you schedule an appointment. Residential Assessed and Taxable Value disputes must protest to the Board of Review (in person or by letter) in order to appeal to the Michigan Tax Tribunal.
Early each year, an Assessment Notice is mailed from Oakland County Equalization with your proposed assessment for the new tax year. Any questions regarding the notice should be directed to Oakland County Equalization at 248-858-0740.
- You may visit the Finance Department at City Hall for tax information, and there is a computer within the Construction & Development office for viewing property data. You must have the address or parcel identification number in order to look-up information on the computer.
No. Individuals who are having disagreements with the property owner next door usually ask this question. The City has aerial photographs, but they would not be considered reliable, accurate or exact for the purpose of locating a specific property boundary. To accurately locate property boundaries, it is necessary to hire a registered land surveyor.
In the year immediately following a transfer of ownership the Taxable Value will be adjusted to and be equal with the proposed State Equalized Value (SEV). The proposed SEV should represent 50% of the True Cash Value of the property. The actual amount of increase in taxable value will be the difference between the taxable value at time of sale and the following year's SEV.

The Law requires a purchaser to file a Property Transfer Affidavit (PTA) within 45 days of the transfer of ownership. The actual consideration for the transfer must be disclosed. Failure to file a completed PTA, after the 45 days have elapsed, is subject to a maximum penalty of $200.00. Building, Planning and Zoning

- Yes, a mechanical permit is required. An electrical permit may be required if additional wiring is needed for the unit. Air condtioners are not permitted in the side yard. If you have a question regarding the placement of an air conditioner, please contact the Building Official.
- The City requires a zoning permit to verify the approach depth, location of the driveway and sidewalk setback.

Zoning Ordinance - The City does not enforce deed restrictions. Typically, deed restrictions are enforced by Subdivision Association. Any deed restrictions are recorded at the Oakland County Register of Deeds
- The Board hears appeals from the City's Zoning Ordinance. These appeals are typically variances from setback requirements. The Board meets the second Monday of each month at 7:30 PM in the City Council Room of the Municipal Building. To file an appeal, a complete application and the required information must be submitted 30 days prior to the meeting. If you have any questions please call the Building Department at 248 624 0880.
- The Zoning Ordinance limits the amount of paved surface which is defined as concrete, blacktop, gravel, brick, or a similar material in the front yard. The Ordinance requires a minimum of 65% of the front open space be free of paved surfaces. Click the here for more information on front yard paving.

Wading Pools - Tree Permits can be downloaded from our website or can be picked up at the Planning Office counter.
- No. Dead trees are exempt from the Ordinance. You will still need to check with the Building Department if your property was approved through the planning department, as they will have a tree plan that needs to be met. You may need to replace a dead tree after it is removed. Please call the Building Department at 248-624-0880.
- You are authorized to trim the tree straight up from your property line. You are not authorized to enter the neighbor's yard to do so or you will be trespassing and can have criminal charges brought against you.

- There are rules within the City Code that prohibit outdoor storage of junk cars and of junk, trash and debris. If speaking to your neighbor hasn’t changed the behavior, or if you feel uncomfortable talking to your neighbor about the mess on his or her property, then you can call the Zoning Division at 248.624.0880 (at any time; there is voice mail after hours). Please give us the address of the property at which the suspected violation is located and a description of the problem. Permission for us to enter your property to view the violation would also be helpful. A zoning inspector to whom the area is assigned will investigate. If a violation exists, the Inspector will approach the resident, describe the law and the violation and ask for his or her cooperation correcting it. If the violation persists, the City may take the violator to court, and if necessary, can obtain a court order requiring the property owner to clean up, or permitting the City to come on the property, correct the violation, and bill the property owner for the costs. - Garage sale/open house signs are permitted but with the following restrictions:
These signs may not have a total surface area greater than 5 square feet for a single faced sign; 10 square feet for a double faced sign, and shall not exceed a height of more than 4 feet.
These signs may not be located in the right of way nor on utility poles. They may only be located on private property— and then only with the express consent of the owner. One sign may be located at each entranceway to, and at each corner within, the neighborhood in which the open house or garage sale is occurring. These signs may not be posted more than 1 mile from the property at which the garage sale or open house is taking place.
These signs may not be posted more than 24 hours prior to the commencement of the open house or garage sale, and must be removed within 24 hours after the conclusion of the event. These signs may not be posted for a period of more than 5 days.
Garage sales are permitted only as an accessory use. For example, if the frequency of garage sales at a single address exceeds one in the spring, one in the fall, it could be viewed as a business that would not be permitted.
- According to the City’s Zoning Ordinance, you may store recreational equipment at your home under specific conditions. No recreational equipment may be stored in the front yard unless you are actively loading or unloading it, and then for a period of not more than 24 hours. If your recreational equipment is less than 6 feet in height you may store it in an interior side yard. If your recreational equipment is over 6 feet in height, it may be stored only within the rear yard. It must be set back at least 6 feet from the rear lot line, 10 feet from the house, and at least the minimum side setback of the district.
Since further restrictions apply if you are on a corner lot, and the minimum side setback varies according to your zoning district, and there are lot coverage limitations, we advise you to contact the Zoning Division for information about your specific lot. Further, while the City permits storage of recreational equipment, certain subdivision deed restrictions do not. We advise you to consult with your subdivision association.
- In most cases, mechanical work requires a permit. A licensed mechanical contractor will need to apply for the permit, and a licensed contractor must be on-site when mechanical work is being performed. A residential property owner (except when renting a home) may apply for and receive a Home Owners Permit, however, the homeowner must actually do the work. It is illegal for a homeowner to receive a permit when someone else does the work.

Zoning Permits - Driveway, Fence, Brick pavers and Walkways - In most cases, all plumbing work requires a permit. A licensed plumbing contractor will need to apply for the permit, and a licensed plumber must be on-site when plumbing work is being performed. A residential property owner (except when renting a home) may apply for and receive a Home Owners Permit, however, the homeowner must actually do the work. It is illegal for a homeowner to receive a permit when someone else does the work.

Plumbing Permit Application - First, determine the zoning district your property is located in by checking the City's zoning map or calling the Building Department at 248-624-0880. Next, look up the permitted uses for your zoning district. If your use is not listed in the permitted use section, check the conditional use section to determine if your use requires a Special Land Use (SLU). Some general uses that typically require a SLU include drive-through restaurants, gas stations, childcare facilities, and educational facilities. - The term setback means the distance required to obtain minimum front, side or rear yard open space provisions of this title. Setbacks from a public street shall be measured from the existing or proposed right-of-way lines, whichever is greater, unless otherwise provided in this chapter.

Cemetery
- The City Clerk has a cemetery program which lists grave owners and burials in the Wixom Cemetery.
- The Board of Cemetery Trustees is an advisory board, and all matters concerning the city cemetery should first be brought before the board for review and recommendations to the City Council. To register to vote, you must be all of the following:
- A U.S. citizen
- At least 18 years old by Election Day
- A resident of Michigan
- A resident of the city or township where you are applying to register to vote.
Eligible citizens may become registered to vote in a variety of ways, at any time through Election Day. Individuals who register to vote within the 14-day period immediately preceding an election must appear in person at their city or township clerk’s office and provide proof of residency.
Individuals using any other method must register to vote at least 15 days before Election Day and are not required to provide proof of residency. Other methods of registration include an application obtained at one of the following locations:

License - What do I need to get my dog license? Do I have to get a new one every year? How many dogs am I allowed in the City? Do I have to license my cat?
Oakland County requires dogs to be licensed, and a new license must be obtained annually. You must provide rabies certificate. Section 6.04.080 of the Wixom Code of Ordinances stipulates that a person shall not harbor or maintain more than three domestic animals of any species, except fish.

- An affidavit of identity and nominating petitions containing at least 40 but no more than 60 signatures must be submitted to the City Clerk's Office before 4:00 pm on the 15th Tuesday prior to the Primary Election.

City Council
Yes, there are two Calls to the Public during each City Council meeting. The rules for the Calls to the Public are as follows:
- The public shall address the Council during the “Call to the Public” which shall be included on the agenda immediately after Correspondence and again immediately after New Business. The first Call to the Public immediately after Correspondence shall be limited to agenda items only.
- A person shall not address the Council in excess of five minutes unless the time is extended by a majority vote of the Council present.
- Persons wishing to address the Council shall identify themselves and their place of residence and shall state their reason for addressing the Council.
- All comments by the public shall be made directly to the Council.
- Wixom operates under the Council-Manager form of government. The Mayor and six Council members are elected by the community and concentrate on policy issues that are responsive to citizens’ needs and wishes. The City Manager is appointed by the Council to carry out policy and ensure that the entire community is being served.
- Yes. Members of the public are welcome to attend all City Council meetings. The City Council generally meets the 2nd and 4th Tuesday of the month. Meetings begin at 7:00 PM and are held in Council Chambers at City Hall, 49045 Pontiac Trail.

An individual can contact the Wixom Police at (248) 624-6114 at any time, for an investigation.There is a business being operated from a residence in our neighborhood, who do I call in order to have this investigated?
An individual can contact the Building Department at (248) 624-0880 for information on home based occupancies or the Code Enforcement at (248) 624-0880 at any time for an investigation.There is a vacant, abandoned structure in our neighborhood which also is periodically occupied by transients. How can I have the structure & the associated conditions corrected?
An individual can contact the Code Enforcement Department at (248) 624-0880 at any time, for an investigation and abatement of the substandard conditions. If criminal activity appears to be underway contact the Wixom Police at 248.624.6114.- Please contact the Department of Public Works (DPW) at 248-624-0141 or e-mail your complaint to DPWAdmin@wixomgov.org (please include address). The City of Wixom has an ordinance that restricts the height of grass not to exceed 9".

Information about renting our Community Center can be found HERE. You can call 248-624-2850 to check availability for your event. A 50% NON-REFUNDABLE, NON-TRANSFERABLE deposit and rental application is required to reserve a room. The balance of your rental is due three weeks prior to your event. Also, a separate $1,000.00 security deposit will be collected three weeks prior to your event in case of damages to the facility or unfollowed policies by the renter. Finance & Taxes
My taxes are escrowed, but my tax bill doesn’t indicate that a mortgage company will be paying my property taxes. What should I do?
Bills are either directed to the homeowner OR the mortgage company. Contact your mortgage company so they can correct their records. You may forward your bill to the mortgage company for payment (you should contact them to verify their procedure). Please call us so that we may add your mortgage company to your tax records.
Please Note: It is very important for the homeowner to keep us informed if:
• A refinancing has occurred with a change in mortgage company
• The mortgage was sold to another lender
• The mortgage has been paid off
• The home is sold
Do not rely on the mortgage company or the new or former lender to relay this information. - No, there is no fee for a copy of a tax statement. Call the Finance Department at 248-624-0885 or stop by the Finance Department at City Hall (49045 Pontiac Trail) to request a copy.
I received a tax statement for personal property but my business is no longer in the City of Wixom. Am I responsible for this payment?
Personal Property is assessed as of tax day, December 31st of last year. Businesses in existence within the City of Wixom as of that day are responsible for the full amount on the Summer and Winter tax bills issued the following year.- This question is best answered by your realtor or title company. Normally, the taxes will be divided between the seller and buyer according to time at the residence.
I recently purchased my home and my taxes are higher than when the previous occupants owned the home. Why?
When a property is sold, the Taxable Value (on which the tax bill is based) becomes uncapped to the SEV (State Equalized Value). There could be a substantial increase in your tax depending on the difference between the Taxable Value and the State Equalized Value of your property.REFUSE COLL FEE ‐ The City includes the solid waste/recycling fee on each homeowner’s summer property tax bill instead of billing it separately. The waste/recycling fee covers the period of July 1 to June 30 along with a first year bin fee for new homes.
DELINQ WATER & DELINQ SEWER – If these items appear on the bill, there were water and/or sewer charges on the property that were six months or more past due. Those amounts were placed on the tax bill.
DELINQ TRANS FEE – This fee is applied if the property has delinquent sewer and water bills that were placed on the property tax bill for collection.
TRIBUTE DRAIN – This drainage district was established in 2005 to fund the construction of the storm drain system in your neighborhood.

- Contact the City's water department contractor, FVOP, at (248) 960-0870 to schedule a final meter read. Once the meter read is obtained, a final bill will be issued.
Fire Department
- Wixom businesses must be licensed by the City. Applications for those licenses can be obtained from the Fire Department's Administrative Offices at 1345 N Wixom Road or HERE.
- No. Flowers and bushes impair the attachment of hoses and the operation of fire hydrants during emergencies.
- Addresses on businesses should be 6" - 8" in height. Residences can obtain reflective maibox-post address numbers from the Wixom Firefighters Association for a small fee. These signs can be ordered at the Fire Department at 1345 N Wixom Road and can be made within 3 - 5 days.
- The Fire Department inspects all businesses annually to protect the lives of workers and visitors at each business and to facilitate fire safety within our community.

A permit can be obtained from the City's Building Department and will only be issued to a licensed fire alarm or mechanical contractor.- The batteries must be replaced every six months, and we recommend that you change your smoke detector batteries every time you change your clocks when adjusting for daylight-savings-time changes. In addition to changing your smoke detector batteries, your smoke detectors must be tested. Although smoke detectors differ by model (please review your installation and owners manual), most can be tested by pressing and holding the test button on the unit. The smoke detector will usually beep several times.
- Copies of Fire or EMS reports can be obtained from the Fire Department's Administrative Offices at 1345 North Wixom Road. All requests for Fire or EMS reports must be accompanied by a FOIA request. Depending upon the nature of the fire or medical emergency, copies of reports may be delayed 72 hours or longer. The fee for a copy of a Fire or EMS report will vary and depend upon the length of the report and whether there are any attachments that are requested. Due to the EMS reports being governed by HIPPA, some information is always redacted from the copy of the report.
Recreational fires in approved containers may be a minimum of fifteen (15) feet from a structure.
- The average response time for fire apparatus or EMS to an emergency is approximately five minutes.
Permits for small campfires are not required. Large bonfires and the burning of rubbish are NOT PERMITTED in the City.
The Burning of Leaves and Brush is Prohibited in the City of Wixom
- The City of Wixom's Adopted Fire Code does allow for recreational fires. A recreational fire is the burning of dry, seasoned firewood for pleasure, religious, ceremonial, cooking or similar purposes.
- A recreational fire may be allowed on detached residential properties at any time during the year between the hours of 8:00 am and midnight.
- A recreational fire shall not exceed three (3) feet in diameter, or two (2) feet in height.
- Fuel for a recreational fire shall consist of dry seasoned firewood and may be ignited with a small quantity of paper.
- A recreational fire must be a minimum of fifty (50) feet from any structure and a minimum of twenty-five (25) feet from any property line.
- Recreational fires in approved containers may be a minimum of fifteen (15) feet from a structure.
- The fire must be attended at all times with adequate fire control measures on hand, a portable fire extinguisher or garden hose shall be available for immediate utilization.

- Yes! There is a free self-serve mulch and compost station at the DPW complex for Wixom residents Monday-Friday 7am-5pm. Each resident is allowed up to 5 yards of material.

- Flags are set by various utility companies in order to identify underground utilities prior to construction activities in the area. - Enclosing the ditch is not preferred by the City as it can impact the surrounding drainage. However, if you are considering enclosing your ditch, contact the DPW to determine the feasibility and requirements for enclosing the ditch.
Leaves/ Mulch/ Trees: Who do I call if there is a broken tree limb or other hazardous material obstructing traffic?

Solid Waste Collection
Collections will not be scheduled on the following six (6) holidays:
New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day
If one of these holidays falls on a Monday, Tuesday or Wednesday, collection will be delayed one day.

- Yes, they should be placed curbside within two weeks of Christmas for trash. Oakland County collects trees for recycling at designated parks. Visit RRRASCC.
Recycling bins are delivered to your driveway by Waste Management the month after obtaining the Certificate of Occupancy (C of O) for a newly built home. Your initial bin is free and delivery will be automatically prompted by the C of O. Additional bins are $60 and are available by calling (866) 797-9018.
If the home was built prior to 2018, please call DPW, Monday-Thursday 7 am-5 pm at 248-624-0141 to complete your request.
- Contact the DPW by calling (248) 624-0141 to schedule the delivery of an Adopt-A-Box. The cost is $50 and the 9-yard box can only be used for yard waste. See this page for more information.

To register to vote, you must be all of the following:

- A resident of the city or township where you are applying to register to vote.
Eligible citizens may become registered to vote in a variety of ways, at any time through Election Day. Individuals who register to vote within the 14-day period immediately preceding an election must appear in person at their city or township clerk’s office and provide proof of residency.
Individuals using any other method must register to vote at least 15 days before Election Day and are not required to provide proof of residency. Other methods of registration include an application obtained at one of the following locations:

- Nothing, prior to every election, the Clerk's Office will automatically mail you an application. The application must be filled out and returned to the Clerk before a ballot can be issued.
Ballots do not have to be mailed to your Wixom residence; however, you must give the Clerk's office the mailing address because the USPS will not forward ballots
- Ballots cannot be given to anyone except the voter who has applied for the ballot. An ID is required to be seen by the Clerk's office before they release your un-voted ballot to you.

- Water / Sewer bills may be paid via:
1) City Hall located at 49045 Pontiac Trail at the Finance Department (7:15 AM – 5:30 PM / Monday through Thursday except Holidays) or in the drop box located inside the entrance to the Police Department.
2) On-line payments with a debit card and/or credit card. You will need your account number. Please see the On-Line Payments section of this web site.

- Call FVOP at (248) 960-0870 for any type of service adjustment.
- Call the Building Department at (248) 624-0880 for plumbing permit fees and FVOP at (248) 960-0870 for connection, meter and meter horn fees. Permits from both departments are required.
- Contact the City's water department contractor, FVOP, at (248) 960-0870 to schedule a final meter read. Once the meter read is obtained, a final bill will be issued.
